Board of Trustees Minutes
October 26, 2004 • Regular Meeting

A regular meeting of the Board of Trustees of the Tamalpais Union High School District was called to order by John Wright, President, on October 26, 2004 at 7:00pm in the Kreps Portable Building (E) at Redwood High School in Larkspur.

Members Present:

John Wright, Jill Sampson, Susan Schmidt, Ruth Dell

Mimi Brady, Emma Fazio, Erin Frazier, Casey Gillespie

Administrators Present:

Report from Closed Session in Superintendent’s Office
Mr. Wright reported that Trustees voted unanimously to approve the personnel items listed on the Agenda Analysis, copies of which were available in the back of the room. (The Personnel Agenda Analysis is also available in the Personnel Office).

Trustees met with Labor Negotiator, Superintendent Bob Ferguson, regarding certificated and classified negotiations.

M/S/C (Sampson/Schmidt) unanimously, by a roll call vote of 3 ayes/ 0 noes/ 2 absent, to expel student (#04/05-1), effective immediately.

Approval of Agenda
M/S/C
(Sampson/Dell) unanimously, with Student Trustees concurring, to approve the agenda, as presented.

Approval of Consent Agenda
M/S/C
(Sampson/Dell) unanimously, with Student Trustees concurring, by a roll call vote of 4 ayes / 0 noes / 1 absent, to approve the Consent Agenda and Facilities Modernization Consent Agenda as listed below, with the following amendment: Item #44 - Contract for Tamalpais Increment 4U was awarded to lowest responsible bidder - Michael Paul Construction.

  • Gifts — to accept with thanks to the donors, gifts of:
    – Art supplies to San Andreas H.S. Art Department, by Joseph and Mary Wiese
    – Cargo pants to Tam H.S. dance team, by Lynn Stair
    – Sofa to Tamiscal H.S., by Bob Ferguson
  • Minutes — to approve minutes for Board meeting of October 12, 2004.
  • Budget — to approve purchase orders over $7,500 on List #7 - Fiscal Year 2004-2005.
  • Field Trip — to approve field trip to Atlanta, GA for twenty-two Redwood H.S. journalism students (November 17-21, 2004).
  • Textbooks — to approve additions to textbooks/supplementary books list.
  • Surplus — to declare as surplus obsolete computer equipment from Redwood High School and authorize disposal of property.

Consent Agenda - Facilities Modernization

  • Contract — to approve Contract Modification #10 with VBN Architects for Tamalpais High School Modernization.
  • Change Order — to approve Resolution #11 and Change Order #10 to Vila Construction Company for Drake Increment 3.
  • Change Order — to approve Change Order #2 to Vila Construction Company for Drake High School Increment 4.
  • Benefield — to approve re-allocation of Benefield Hall construction to Tamalpais High School Increment 4B.
  • Contract — to award contract to Michael Paul Construction (lowest responsible bidder) for Tamalpais High School Increment 4U.

Senior Survey
Trustees heard a presentation on the Senior Survey Report, Class of 2004, as presented by Chris Anderson.

Senior Status
Trustees reviewed the 2004 Senior Outcomes Status Report, as presented by Carol Eber.

Parcel Tax
Trustee Schmidt and Superintendent Ferguson presented an oral report on the 2004 parcel tax election.

CSEA
The Board conducted a public hearing for comment on CSEA’s initial proposal for contract negotiations.

  1. The Board acknowledged receipt of this proposal

  2. The Board conducted a public hearing for comment on the District’s proposal to CSEA
    for contract negotiations.

  3. M/S/C (Sampson/Dell), unanimously, to adopt District’s proposal to CSEA for contract
    negotiations.

TFT
The Board received a proposal from Tamalpais Federation of Teachers for contract negotiations. The proposal is available for review in the Superintendent’s Office until November 9, 2004.

Reconvene Closed Session
Trustees reconvened to Closed Session at 8:25pm to consider acceptance of Waiver of Student Expulsion Hearing and consider recommendation of expulsion for Student #04/05-2.

M/S/C, unanimously, by a roll call vote of 4 ayes / 0 noes / 1 absent, to expel Student #04/05-2 from the Tamalpais Union High School District, effective immediately for a period of two semesters with agreed upon conditions.

The meeting was adjourned at 8:45pm.
